Résumé

Removed from the fields by agricultural modernization, trees have lost their ancestral position in agriculture and were segregated in the forests. However, within a few decades, the trajectory of this social-ecological issue went from tree uprooting policies to support to tree planting. With agroforestry, farmers and agriculture socio-political actors rediscover trees’ ecological functions and their role in the resilience of agricultural ecosystems. What can we learn from this greening process on the construction of agricultural policies as well as on the interdependencies of farmers in transition? This thesis investigates social configurations inherent to the change in trees’ place within the agricultural sector. It also studies the play of interdependences leading to the rise of public awareness, the shift of political priorities, as well as the transformation of practices and farmers’ social status. This thesis proposes an historical and sociological approach by analyzing social-ecological interdependencies. It articulates the study of Norbert Elias social configurations with the analytical tools of the sociology of public issues. It relies on a survey based on semi-directive interviews conducted with public, institutional actors and scientists, and on participant observation within two groups of farmers from 2016 to 2020. The first collective is a network of pilot farms named « Agr’eau », in the South-West of France. The second one is the Environmental and Economic Interest Grouping named « Sols vivants 35 » in Brittany. Farmers, scientists and environmental activists share the same feelings of unease in front of the radicalism of trees uprooting, within the social configurations of agricultural modernization and specialization. Their contestation then shifts to operations of legitimation, to finally create, along with public authority, a new perspective on trees in agriculture. This thesis analyzes the implementation of agroforestry into the French national public policy through the agroecology project for France, as well as into the European policy through the "greening" of the Common Agricultural Policy. It shows the evolution of the nature of social dialogue in the definition of agricultural policies. Alternative actors’ expertise seems to be promoted at the expense of the typical corporatism of the agricultural stakeholders. Agroforestry is actually the result of hybridization between the agricultural modernization conventional model and traditional practices. Pluralism contributes to its development. It shows a reshuffling of the actors’ roles in the definition of agricultural practices; it also diversifies farmers’ relations to nature. […]Those observations allow us to discuss Norbert Elias theory of « civilization process ». This theory highlights the continuous extension of interdependency chains, which is a process of diversification and specialization of social functions. However, our observations show that this theory does not sufficiently take into account the cyclic trajectories of social configurations. Indeed, the transformation of a normative system implies that social interdependency chains linked to obsolete norms cannot continue to grow. Likewise, the diversity and specialization of functions within the social configuration holding the normative monopoly are also being questioned. Thus, the coexistence between a social configuration at the end of its cycle and a new one under creation, leads to the reshaping of interdependency chains. When the actors of the two configurations start competing, the asymmetry between the specialized social functions is challenged. However, the interdependencies, weakened at first, regain their intensity on the basis of new cooperation. The specialization of social functions first stops, then the functions hybridize, leading to a potential new monopoly
Destitué par la modernisation agricole, l’arbre a perdu sa place ancestrale en agriculture pour être ségrégué en forêt. Or, en quelques décennies, la trajectoire de ce problème socio-écologique est passée des politiques de remembrements aux soutiens aux plantations. Avec l’agroforesterie, les agriculteurs et les acteurs sociopolitiques de l’agriculture redécouvrent les fonctions écologiques des arbres, leurs rôles dans la résilience des écosystèmes agricoles. Cette thèse étudie les configurations sociales inhérentes à ce renversement du cadrage de l’arbre en agriculture, ainsi que le jeu des interdépendances qui éveille l’attention publique, réoriente ses priorités et transforme les pratiques, comme le statut des agriculteurs en transition. Elle propose une approche de sociologie historique en recourant à une lecture des interdépendances socio-écologiques. Elle articule une analyse par configuration sociale chère à Norbert Elias associée aux outils analytiques de la sociologie des problèmes publics. L’enquête s’appuie sur des entretiens semi-directifs menés auprès d’acteurs publics, institutionnels et scientifiques et sur l’observation participante au sein de deux groupes d’agriculteurs, conduite entre 2016 et 2020. Le premier collectif est le réseau de fermes pilotes « Agr’eau » dans le Sud-ouest et le second est le Groupement d’intérêt économique et environnemental « Sols vivants 35 » en Bretagne. Paysans, scientifiques et militants écologistes partagent un sentiment de trouble face à la radicalité des arrachages dans les configurations sociales de modernisation puis de spécialisation de l’agriculture. La contestation se mue en opération de légitimation pour finalement constituer avec les pouvoirs publics un nouveau regard sur l’arbre en agriculture. La mise en politique de l’agroforesterie est analysée, sur le plan national, avec le Projet agro-écologique pour la France et sur le plan européen avec le verdissement de la PAC. Elle montre l’inflexion de la nature du dialogue social dans la définition des politiques. […]Grâce à la maîtrise des référentiels techniques et la prise de pouvoir dans le jeu de la représentation des intérêts qui concourent à la définition des politiques agricoles, ce nombre restreint d’agriculteurs en transition représente une élite en formation. La question qui se pose désormais est de savoir si la définition plurielle, complexe et localisée des agroécosystèmes résistera à l’éventuelle formation d’une élite, qui risque de former un monopole sociotechnique, afin d’assoir les standards techniques qu’elle est en train de légitimer. Ces observations permettent de discuter la théorie du « procès de civilisation » de Norbert Elias. Celle-ci souligne l’allongement continu des chaînes d’interdépendances, processus de diversification et de spécialisation des fonctions sociales. Or, nos observations montrent que cette théorie prend insuffisamment en compte les trajectoires cycliques des configurations sociales. En effet, la transformation d’un système normatif implique que les chaînes d’interdépendances sociales liées aux normes caduques ne peuvent plus poursuivre leurs dynamiques d’accroissement. De même, la diversité et la spécialisation des fonctions, telles qu’elles sont instituées dans la configuration sociale qui détient le monopole normatif, sont forcément interrogées. Ainsi la coexistence entre une configuration sociale, en fin de stabilité, avec une autre en cours de constitution, aboutit à la recomposition des chaînes d’interdépendances sociales. Certes, l’asymétrie entre les fonctions sociales spécialisées est interrogée lorsque les acteurs des deux configurations entrent en compétition, mais l’interdépendance après cette période d’affaiblissement reprend de l’intensité, sur la base de nouvelles coopérations. La spécialisation des fonctions prend un temps d’arrêt, elles s’hybrident, avant de former un éventuel nouveau monopole.
