Recomposer la banlieue : la mixité des fonctions urbaines

Résumé

Il n'est plus aujourd'hui possible de differer l'attribution d'un statut urbain a la banlieue qui doit etre assimilee au cadre commun de la cite. D'ou l'hypothese de recomposer l'agglomeration selon un modele urbain nouveau, suivant le principe d' une mixite fonctionnelle associant habitat et activite, envisagee a partir de, non seulement l'introduction d'activites dans des zones d'habitat, mais aussi de logements au voisinage d' activites, reciproque augmentant considerablement les occasions de mixite et condition indispensable au succes du projet. Mais a echelle d' agglomeration comment definir le nombre et les caracteristiques de ces interventions ? et d'abord leur objectif d'ensemble ? si l'on veut depasser le stade d'une addition hasar, deuse d'operations locales, un obstacle fondamental a surmonter est l'inscription de ces scenarios intuitifs et fragmentaires dans un authentique projet urbain. D'ou ici une demarche dialectique entre echelle locale des tissus et echelle globale de l'agglomeration, aboutissant au modele urbain recherche, caracterise com, me ville compacte et synergique, ordonnee selon une structure multipolaire de quartiers, a l'armature infraurbaine renforcee et diversifiee par des maillages viaires complementaires, valorisant l'espace public dans des relations de proximite habitees par la mixite. Pour evaluer ce projet est dresse un panorama des don, nees prospectives recentes, quant aux evolutions previsibles dans les champs de la politique, de l'occupa, tion du territoire, de la sociodemographie, de l'economie, des communications et des villes. A partir de ce corpus est ensuite constitue un grand scenario articulant tous les champs precites, ou le projet urbain decrit peut alors s'inserer. Presentant un degre de probabilite assez eleve, ce scenario objective le contexte re, quis par la recomposition urbaine et etablit dans la meme mesure le realisme et la pertinence du projet.

Recomposing the suburbs the mix of urban functions

Résumé

Today in france it is no more possible to postpone the allocation of an urban status to the suburbs, which ha, ve to be assimilated within the common frame of the city. Hence the present hypothesis to recompose the conurbation according at a new urban pattern, based on the principle of a functionnal mix between housing and activities, here considered while introducing non only activities into housing areas, but even housing into the neighbourhood of activities, this reverse increasing considerably the opportunities for mix as an indispen, sable condition for the success of the project. But at scale of the conurbation how to define the num-ber and the features of this interventions ? and before all their global objective ? if it is wanted to exceed the level of an hazardous addition of local operations, a fundamental obstacle must be overcome: the insertion of this intui, tive partial scenarios within an authentic urban project. Hence here a dialectical approach between the local scale of urban tissues and the global scale of the conurbation, reaching the researched urban pattern, which is then characterized as a compact and synergic city, organized in a multipolar structure of districts, with a rein, forced infra-urban framework diversified thanks to supplementary roadnetworks, and developping the public space through relationships of proximity dwelled by functional mixes. For estimating this project an overview of the recent prospecting data is set, about the previsible evolutions in the fields of politics, ways of occupaying the land, socio-demography, economy, communications and towns. From this corpus is then deduced a large scenario, which articulates all the precedent fields and where it is possible to insert the proposed urban project. While presenting a quite high degree of probabilty, this scenario objectives the coherent context of the uban recomposition and so establishes at the same rate the realism and the pertinence of the project.
