Résumé

Les peuples du Maghreb aspirent légitimement à l'unité. C'est une réalité psychologique ancrée dans leur mémoire collective. Mais pour que se réalise cette ambition, il faut que s'épanouisse dans les esprits une attitude unificatrice. Notre thèse se veut alors une contribution à un réel mouvement d'émancipation et de prise de conscience de l'état d'effritement et d'hostilité. L'unité est plus que jamais un impératif que nécessaire l'environnement international de crise économique et de regroupements régionaux, pour toute affirmation économique ou politique. Une telle unité s'est d'ailleurs concrétisée dans le passé avec notamment l'état des Almohades dont le déclin a ouvert la voie à la domination étrangère. Dès lors, le maghrebisme s'est affirmé comme une idéologie imprégnée par le nationalisme arabe du Moyen-Orient. Après l'accession des pays du Maghreb à l'indépendance, un processus d'intégration des économies nationales a été conçu et un mécanisme mis sur pied dans ce sens. Mais la création, pourtant considérable, d'institutions maghrébines n'a pas été couronnée de succès. Les divergences politiques, idéologiques et culturelles et surtout le conflit du Sahara occidental ont jusqu'ici entravé la réalisation de la fédération maghrebine sur la base des résolutions de la conférence de Tanger de 1958.

Résumé

The peoples of the maghreb rightfully aspire to their unity. It is a psychological reality, which has got rooted into their collective memories. For this ambition to be achieved, it is necessary that a unifying attitude blossoms (out) in the minds. Our thesis aims, therefore, at being a contribution (a share in) to a real movement of emancipation and awareness of the state of crumbling and hostility. In consequence, any economical or political assertion may be taken into account, the unity has become more than ever a necessity, which is required by the international environment (circumstances) of economic crisis and of regional regroupings. Moreover, such a unity did already embody, in the past, in the state of "almohades" whose decline paved the way for the foreign domination. Henceforth, the "maghrebism" has been asserting itself as an ideology, which is impregnated with the arabian nationalism of the middle east. When the maghrebian countries attained their independance, a process of integration of national economies was conceived and a mechanism set up with this end in view. In spite of being considerable in number, the creation of maghrebian institutions has not met the expected success. The politicol, economical and cultural divergences, and above all the conflict about the western sahara have hindered so far the achievement of the maghrebian federation on the basis of the tangien conference in 1958.
