Résumé

A l'origine de cette etude se trouve une interrogation: quels problemes peut rencontrer, au cours d'une periode donnee: 1972 a 1984, un parti politique, en l'occurence l'australian labor party (parti travailliste australien ou alp), pourvu d'un passe historique propre, tantot dans l'opposition tantot au gouvernement, confronte a un environnement socio-economique et politique specifique et en evolution. La premiere partie restitue le contexte historique et socio-economique de 1972, lors de l'accession du gouvernement whitlam. Cela nous conduit a evoquer les experiences des gouvernements travaillistes precedents ainsi que l'evolution des constantes ideologiques du travaillisme australien: le "populisme", le nationalisme, le reformisme et l'emergence de la dichotomie socialisme welfarism. Un survol largement statistique de la societe depuis 1949 nous permet ensuite de mettre en lumiere la mutation vers une societe post-industrielle. Dans un second temps sont examines le mandat du gouvernement whitlam (1972-1975), les circonstances de son election, la nature de ses realisations, l'opposition acharnee et les difficultes rencontrees, notamment sur le plan de la gestion economique. La resurrection politique du parti travailliste au terme de huit annees d'opposition, fait l'objet du troisieme volet de cette recherche. Sont envisagees aussi bien les causes-changement d'image, reorganisation interne que l'actuelle concretisation de la metamorphose: l'election en 1983 du gouvernement hawke et le deroulement de son premier mandat jusqu'a sa reelection en decembre 1984. Enfin sont explicitees les contraintes de l'exercice du pouvoir : la nature de la fonction publique, les rapports liant le parti aux syndicats ainsi que ceux existant entre le gouvernement travailliste et son propre parti.

Social change and political reaction : the federal australianlabor party, 1972-1984

Résumé

This thesis examines the problems encountered by a political party -the australian labor party (alp)- altenatively in opposition and in government during the period from 1972 to 1984. These problems, it is argued, are related to the specific social and economic context with which it was confronted. The first part of the study describes the historical and socioeconomic context in which the whitlam government was elected in 1972. On the one hand, the experiences of previous labor governements are examined as well as the ideological underpinning of australian labor -populism, nationalism, reformism and the emergence of a dichotomy between socialism and "welfarism". A statistical overview of australian society, on the other hand, throws light on the transformations since 1949 into a post-industrial society. In the second section, the term in office of the whitlam govern- ment is examined. As well as the circumstances of its election and its achievements in office, the fierce hostility it encountered and its difficulties, particularly in the area of economic management are analysed in detail. The political resurrection of the alp after eight years in opposition yet again is the object of the third part of this study. The causes -change of image, internal reorganisation- and the consequences - the election of the hawke government in 1983 and its first term in office till its reelection in december 1984 - are dealt with in detail. In the fourth and final section, the constraints on the exercise of power are studied. Three major factors are each examined seperately : the nature of the public service, the relationship between the alp and the trade unions and that between labor governments and the labor party as a whole.
